Russian Marine Peripheral is significant, but stall a somewhat little engaged part of fuel and energy complex. At the same time it is a great hydrocarbon potential of 14 seas surrounding its territory and the Arctic and Pacific Oceans offshore. The potential differentiation by emphasizing components, areas and facilities for priority development is required to ensure the efficient development. First of all, it means the differentiation by development conditions and distinguishing of six resources categories. Secondly it is the target score indicating priority of marine potential research and development trends: the largest fields, liquid hydrocarbons, oil and gas accumulation zones, coastal transit shallow waters, cross-border offshore, coastal marine oil and gas production centers. And finally it requires offshore areas and priority facilities identification where priority trends indicated by the target score can be implemented most successfully.
