In the conditions of depletion of the mineral and raw materials base of the Khanty-Mansiysk Autonomous Okrug - Ugra, the problem of rational subsoil use, ensuring the high-quality production of reserves, is becoming ever more urgent target. The prolongation of the deposits’ life cycle and the increase in ultimate oil recovery, as a key factor of effective resource using, often requires the use of high-tech methods of extraction and enhanced oil recovery. The process of modern technologies adoption is often associated with increased risks for oil companies, due to the high cost of new methods implementation. The existing system of taxation in the oil industry is not effective enough to stimulate the use of high-tech methods of extraction and increasing oil recovery. Given the current conditions, forming an incentive mechanism to increase the economic efficiency of reserves development is an integral step to create the effective system of resource base management. The proposed tax incentive option for the oil-producing enterprises of Khanty-Mansiysk Autonomous Okrug seems to be effective, as it involves an increase in oil production, as well as the possibility of rising the revenues of both the federal and regional budgets.
