|Potential of geological and economic research concerning the adoption of administrative decisions on development of raw material bases of hydrocarbons|
|The goals and objectives of the procedure for geological and economic assessment of the resource base of hydrocarbons, its role and place in making managerial decisions on a wide range of problems associated with the development and operation of the mineral and raw materials complex of Russia are considered. The features of the geological and economic evaluation are applied to oil and gas objects. The main groups of risks associated with the implementation of oil and gas production projects are considered, the potential of probabilistic methods of their accounting is critically analyzed.
The most important factors affecting the financial and economic efficiency of oil and gas projects and their investment attractiveness (the state of the hydrocarbon market, the tax system, the availability of transport and production infrastructure) are described, and the potential of geological and economic analysis as a tool for minimizing their negative impact is explored.
The role of the classification of reserves and resources as a basic element of the geological and economic analysis of the resource base of hydrocarbons is considered, attention is focused on the shortcomings from this position of its new version, introduced since 01.01.2016.

|Probabilistic methods application for oil geological research|
|The potential of involvement of probabilistic methods is discussed with regard to the specifics of oil geological issues arising from the need to consider sophisticated and multifactorial processes, information about which is most often very limited and characterized by a high level of uncertainty. The features of the mathematical framework that implements this approach are analyzed; and the methodological challenges and technological limitations are investigated. The conditions and criteria ensuring correct application of this tools and the reliability of the results and estimates, which directly determine the effectiveness of managerial decisions in the oil and gas sector formed on their basis, are analyzed.

|Unlicensed area of Timan-Pechora province: evaluation of investment attractiveness of local objects|
|On the basis of the results of geological and economic evaluation of subsoil blocks within the Timan-Pechora province the most significant determinants of commercial interest of subsoil users and perspectives of involving oil resources in the study and subsequent development are investigated, i.e. structure of the resource base from geological point of view (size and depth of occurrence of the projected objects, productivity of host deposits), the availability of transport and production infrastructure, and the level of the tax burden. The influence of some of these factors is subject to regulation. The possible ways of increasing the investment attractiveness of oil assets that can stimulate licensing process in the region are described.

|Geological and economic characteristics as a basis for evaluation of petroleum production prospects in Eastern Siberia|
|The hydrocarbon resources and petroleum production prospects in Eastern Siberia are characterized from the geological and economic positions. The relationship between investment projects and structure of resource base is analyzed. It is shown that the amount of proven oil reserves within the region does not provide projected production volumes and filling of the Eastern Siberia - Pacific Ocean pipeline by oil. The extensive exploration is required to increase active reserves. The large-scale development of gas resources is only possible providing the solution of the problem of disposing of the helium, which content is unique in the region.

|New classification of reserves as a means for tax system optimization in oil and gas production: current situation and prospects|
|The elements of a new classification of hydrocarbon reserves, which characterize the economic component of oil and gas objects, are considered.
The new classification’s opportunities in terms of reliable estimation of investment attractiveness of the hydrocarbon resources are analyzed on the
example of oil objects within the territory of the Nenets Autonomous District and the Komi Republic (Timan-Pechora oil and gas province). Some
drawbacks of the classification, associated with the lack of tax component in the proposed system of estimation, are marked. The system of tax
optimization for investment projects in this economic area is proposed, considering the quality of resources, macroeconomic conditions of projects
implementation and state interests in the creation of effective subsoil policy along with budget revenue optimization.

|Investment attractiveness of hydrocarbon resource base|
The results of geological-economic assessment and investment attractiveness of the hydrocarbon resource base depending on the geologically-commercial and macroeconomic conditions of the mining projects implementation: values of stocks, initial flow rates, depth, oil and gas prices, tax system and tariffs (oil and gas facilities within the territory of the Nenets Autonomous District and the Komi Republic, Timan-Pechora petroleum province as an example) have been considered. A thorough analysis of the current tax system for oil and gas production is presented.

|Problems of modeling the technological indices of field development in geological-economic estimating the hydrocarbon reserves and resources and their solution with applying the program system INVESTOR|
|The problems connected with the process of geological-economic estimation of oil-gas objects concerning to modeling the conditions of their development and directly the economic estimation of corresponding investment projects are considered. The possibility and necessity of applying the complicated methods of modeling the process of development of hydrocarbon pools for poorly studied objects are considered. The advantages and disadvantages of approaches grounded on using the hydrodynamic models and the simplified techniques of modeling are analyzed. The characteristic of existing approaches to the economic estimation of investment projects in an oil-gas branch is given. Attention focuses on the peculiarities of algorithm realization of the corresponding techniques and their disadvantages. The peculiarities of accepted decisions in the field of modeling the conditions of development of oil and gas objects and the economic estimation of investment projects in the framework of the INVESTOR program system, developed at the VNIGRI, are fully considered. The possibilities of the approaches realized in this system are illustrated by the results of geological-economic estimation on the example of one of the oil objects of the Timan-Pechora province.

|Geological-economic analysis of state of the Russian hydrocarbon resource base|
|The estimation of present state of the Russian hydrocarbon resource base based on the geological-economic analysis of the major elements of its structure is presented. A brief characteristic of its peculiarities by separate onshore regions (Federal okrugs) and the offshore is given. The prospects of oil and gas production within their limits are considered; the critical factors determining the possibility of progressive developing a producing branch and maintaining the achieved volumes of production are set out. The forecast of possible levels of oil and gas production in Russia is given during the period until 2030. The estimation of a number of indices being critical from the point of view of the guaranteed providing such production levels is given. The role of the State is considered; some measures on forming a policy in the field of taxation and using subsurface resources for efficient stimulating the processes of developing the resource base of oil-gas production are proposed

|Geological and economic aspects of developing the hydrocarbon resource base, Kaliningrad oblast|
|The overwhelming majority (76%) of the Kaliningrad oblast reserve fund objects are characterized by the smallest localized recoverable hydrocarbon resources in not excess of 100 thousand t. These objects contain one third of total oil resources of identified and prepared structures of this region. Within the Kaliningrad region characterizing by the predominance of the smallest objects in the structure of the prospective resource base, the profitability of developing the considerable part of oil potential will depend on exploration efficiency (mainly on wildcat drilling success). Tax privileges are necessary for decreasing the profitability threshold of reserves and including a part of the resource base unattractive for investors in industrial turnover. Their volume must be determined individually by each object and must depend on oil cost and the cost price of its production. For this region, in which all producing oil is exported, the only essential direction of forming such privileges is a severance tax.

|The inconveniences of the new classification of hydrocarbon reserves and resources in terms of financial and economic characteristics are analyzed on the example of the Timan-Pechora province.
