The overwhelming majority (76%) of the Kaliningrad oblast reserve fund objects are characterized by the smallest localized recoverable hydrocarbon resources in not excess of 100 thousand t. These objects contain one third of total oil resources of identified and prepared structures of this region. Within the Kaliningrad region characterizing by the predominance of the smallest objects in the structure of the prospective resource base, the profitability of developing the considerable part of oil potential will depend on exploration efficiency (mainly on wildcat drilling success). Tax privileges are necessary for decreasing the profitability threshold of reserves and including a part of the resource base unattractive for investors in industrial turnover. Their volume must be determined individually by each object and must depend on oil cost and the cost price of its production. For this region, in which all producing oil is exported, the only essential direction of forming such privileges is a severance tax.
