Russia is one of the world leaders in the field of developing the technologies of exploration and development of gas hydrates. India has taken a considerable interest in creating technological potential on developing the gas hydrate pools in the Indian Ocean, because their development may contribute significantly to country energy safety. This circumstance obliged it to grow capital investments into developing both as shelf so deep-water distant zones. The largest bilateral scientific-technical program was started up by the Department of science and technology of Indian Government, on the one hand, and the Russian Academy of Sciences, on the other hand, in 1998. Within the framework of this complex program, FGUP EDO OT of RAN in combination with NIOT developed the project of the mobile complex of a multi-purpose uninhabited underwater apparatus of a working class with depth of its submergence of to 6,000 m for different scientific-research and underwater-technical works.
