The article deals with proposals for improving the organizational and economical mechanism in terms of amplifying the efficiency of geological exploration concerning the formation of an offshore gas production factory on the Russian Federation Western Arctic shelf. At the first stage of research, the results of the analysis of the raw material of the region in question on the scale of the Arctic zone of the Russian Federation and the country as a whole are presented. On the basis of data on the strategic development of the company, Gazprom identified the basic fields that are priority for industrial operation: Krusenstern gas condensate field, located partly within the land, partly within the Kara sea, and Leningrad field, located entirely in the offshore. Taking into account the existing experience of Russian companies in the Arctic, a conceptual scheme for the formation of an industrial offshore gas production factory is proposed and its structural elements are described. The organizational and economic mechanism proposed in the article details the display of geological measures and the process of well disposing and drilling construction. The effectiveness of the proposed measures is determined on the basis of model calculations and its indicators are summarized in an analytical table. In accordance with the obtained values, the proposed procedure facilitating exploration activity at the Leningrad gas condensate field are effective.
